New infill development project demonstrates scalable blueprint for attainable homeownership

KANSAS CITY, KS. March 20, 2026- - The Unified Government of Wyandotte County and Kansas City, Kansas (UG), in partnership with the Department of Housing and Urban Development (HUD), Local Developer Fran Sutton Homes, and Clayton®, unveiled three new single-family CrossMod homes in the Klamm Park Neighborhood in Kansas City, Kansas. State, local and federal officials joined community leaders for a ribbon-cutting ceremony celebrating the debut of the development.
The development is part of a broader UG effort to transform bank-owned vacant land into new housing opportunities in KCK. This initiative highlights how innovative off-site home building approaches can help expand access to homeownership while increasing housing supply in locations across the country. Wyandotte County currently has more than 4,000 vacant lots that generate no property tax revenue until they are redeveloped. By building homes on these sites, projects like this help revitalize local communities while expanding access to attainable homeownership for families living in the area.
The development will feature 27 CrossMod® homes built on permanent basements, representing one of the first examples of this innovative housing type being delivered in this format. Homes in the development are expected to start at approximately $185,000, offering a more attainable price.
“Off-site construction allows builders to deliver high-quality homes more efficiently,” said Andrew Bryant, Business Development Manager – Clayton, CrossMod Initiative. “By building 70 percent of the home in a climate-controlled environment, builders can reduce construction timelines and deliver efficiencies that help make homeownership more attainable.”
The development highlights how innovative off-site home building approaches can help expand access to homeownership while increasing housing supply in locations across the country.
CrossMod homes, short for “Crossover, Modern” homes, are a newer category of housing built to the federal HUD code that blend the benefits of off-site and traditional site-built construction. These homes are designed to look, perform, appraise, appreciate and finance more like traditional site-built homes while leveraging the efficiencies of off-site construction to improve affordability.
A 2024 Federal Housing Finance Agency (FHFA) study found that modern manufactured homes classified as real property, such as CrossMod homes, have demonstrated consistent value growth and, since 2020, have appreciated at a rate comparable to site-built homes.
As demand for housing continues to grow nationwide, developments like this one demonstrate how innovative building methods can help address supply challenges while delivering quality homes at a more efficient pace. By combining attainable purchase prices with long-term energy savings, these homes offer homeowners both immediate affordability and a lower overall cost of ownership over time.
